At present, total capacity has reached 85 billion kilowatt hours. A further 20 gigawatt capacity is planned to be deployed in the coming years. It is planned to create 9 gigawatts of power in exchange for seven billion dollars of private investment.
To meet our rapidly growing economy and growing population demand, the aim is to bring electricity production to at least 120 billion kilowatt hours. The need to invest $ 52 billion in the commissioning of new capacities and the complete modernization of the networks was estimated.
Such large-scale investments cannot be formed without the participation of the private sector. In order to increase the attractiveness of the industry to private investors, however, it is necessary, as international experience has shown, to create an energy market with an open competitive environment, first of all.
The same goals were set out in the decree of the president of the Republic of Uzbekistan dated September 28 of this year “on measures to implement the next stage of reform of the energy sector”.
According to him, by 2026, a free, wholesale market will be launched, in which electricity will be formed on demand and supply. At the same time, it is necessary to form a regulatory framework, create a market infrastructure, digitize the energy system to the lowest tier, introduce a smart management system (SCADA) that works in real time without a human factor.
It took 15 years for these reforms in many states. In our country, it is planned to complete it in three stages, until 2030.
Therefore, in accordance with the decree, an agency for the development and regulation of the energy market was created and assigned the task of an energy regulator.
At the presentation, the minister of energy J.Mirzamahmudov informed about the deadlines for the implementation of the measures established in the decree and plans in the field.
The head of our state gave the officials clear instructions on the development of the concept of providing the Republic with electricity. In this case, it was mentioned separately that the main condition for the transition to the free energy market is the creation of sufficient generation capacities to fully ensure the demand for electricity in our country.
It was also tasked with creating a single electric trading platform and testing and launching it by the end of 2024.
In the process of liberalization of the energy market, our president stressed that the demand for electricity to be sold to the population in all regions of the Republic at the same price by 2035, as well as strict adherence to the principle of social protection when setting tariffs.
In order for the new system to work effectively, it was emphasized that it is necessary to pay special attention to three directions – personnel training, ensuring the continuity of the network with science and digitization. Such a complex procedure of operation was entrusted to be applied from the center to the regions.
Therefore, an educated specialist and foreign consultants are hired at the agency. Personnel are sent to Spain, China, Turkey and Germany for advanced training. On the basis of foreign experience, training courses are organized in our country to train engineers, dispatchers, SCADA operators and other specialists.
On the issues considered at the presentation, a number of assignments were given to those in charge of the industry.
