For this, the village of Ulken near Lake Balkash was selected.
In Kazakhstan, the first nuclear power plant (AES) will be built on the territory of the village of Ulken in the Jambil District of Almaty region.

The Ministry of energy of Kazakhstan recalls that according to the legislation of the country, the decision on the construction of atomic facilities will be made by the government of the country with the consent of local representative bodies. The decision to build AES in the village of Ulken was approved by the Almaty region Advisory Council in November 2022 on one condition: the residents of the area should support the project.

The Ministry of energy has not yet come to a final decision about the company that will build AES in Kazakhstan. Four companies have occupied a place on the list of plaintiffs under this:

- China CNNC with HPR-1000 reactor;

- South Korean company KHNP with APR-1400 reactor;

- Rosatom of Russia with VVER-1200 and VVER-1000 reactors;

- EDF of France with the EPR-1200 reactor.

The village of Ulken is located near Lake Balkash, Kazakhstan and is about 700 km from the city of Tashkent.
