The President amended the Law on International Emergency Assistance

President Sadyr Japarov signed the Law of the Kyrgyz Republic “On Amendments to the Law of the Kyrgyz Republic “On International Emergency Assistance”.

The law was adopted by the Jogorku Kenesh on June 29, 2023.

The law provides for, within six months after the end of the period of international emergency assistance in the elimination of an emergency and carrying out primary restoration work, the Cabinet of Ministers publishes on the official website of the Cabinet of Ministers a report on the use of international emergency assistance received by the Cabinet of Ministers of the Kyrgyz Republic.

Also, by the decision of the Cabinet of Ministers, an Assistance Group for the provision of international emergency assistance on the principle of "one window" is being established. The composition, functions, powers and procedure for the activities of this group are determined by the Cabinet.

At the same time, in order to improve the work of the Assistance Group in the preparation of the necessary documents for the import of goods and personnel, the adopted Law provides for one centralized permanent Assistance Group at the republican level, which will increase the efficiency of this work, increase coordination and interaction of the relevant state bodies, including on the execution of the necessary documents and, if necessary, create specialized groups on the ground, directly at the border crossing points, which will directly ensure the accelerated passage of goods and personnel across the state border of the Kyrgyz Republic.

The adopted Law establishes that the procedure for using international monetary donations and other humanitarian assistance to state bodies and local governments is determined by the Cabinet of Ministers of the Kyrgyz Republic.

In addition, the adopted Law provides that international facilitating entities providing international emergency assistance are required to monthly provide information to the Ministry of Emergency Situations of the Kyrgyz Republic on assistance in liquidating an emergency and in carrying out primary restoration work.
