The law on electric scooters came into force in Kazakhstan
ASTANA, August 30 - Sputnik. On August 30, a law comes into force in Kazakhstan that regulates scooters and moped drivers.
"On June 29, 2023, the Head of State signed the law 'On Amendments and Additions to Some Legislative Acts on the Organization of Road Traffic.' The law comes into force on August 30," the Interior Ministry's press service told Sputnik.
The Ministry has prepared amendments to the rules of the road for drivers of electric scooters and mopeds.
Now the SDA clearly separated the terms "electric scooter" and "small electric vehicle":
electric scooter is a vehicle of individual mobility, having two or three wheels, intended for the movement of one person through the use of an electric motor (electric motors), without a seat, with a maximum design speed of not more than 25 kilometers per hour;
small electric vehicle (SEV) is a vehicle equipped with an electric motor, designed for individual movement, having one or more wheels, with the exception of electric scooters and mopeds with an electric motor.
"Moped riders are prohibited from moving along a cycle path, cycle lane, roadside, sidewalk or footpath," the draft order says.
And drivers of electric scooters must move along the bike path, the document noted. In the absence of a cycle lane, they must move:
along the right edge of the carriageway, including along the lane for fixed-route vehicles in one row;
on the sidelines;
on a sidewalk or footpath, at a speed of no more than 6 kilometers per hour, without endangering pedestrian traffic.
Minors, as well as persons without a driver's license, are prohibited from driving on the right side of the road and on the side of the road.
According to the amendments to the traffic rules, drivers of a moped, electric scooter, bicycle and METS are prohibited from:
drive without holding the steering wheel with at least one hand;
carry passengers, except for the carriage of passengers on bicycles and mopeds with special devices for their transportation;
transport cargo, except for the transport of cargo on bicycles and mopeds with special devices for their transportation, as well as cargo that protrudes more than fifty centimeters in length or width beyond the dimensions, or cargo that interferes with control;
turn left or turn around on roads with tram traffic and on roads with more than one lane for traffic in this direction;
towing mopeds, electric scooters and bicycles, as well as mopeds, electric scooters and bicycles, except for towing a trailer intended for use with a moped and a bicycle;
cross the carriageway at pedestrian crossings while in a vehicle;
