It is noted that the insecurity of information systems, insufficient digitalization of processes, imperfection of the vehicle registration procedure, legal gaps in the admission of exams, formal training in driving schools - all these factors contributed to the emergence of illegal intermediary services. According to the monitoring results, the Anti-Corruption Agency sent 22 proposals to the authorized state bodies. More than half of the recommendations have been implemented so far. The Ministry of Internal Affairs has closed access to the correction of the database of vehicles in all its territorial divisions. In addition, by order of the Minister of Internal Affairs, mandatory biometrics of examinees, video recording of the entire testing process have been introduced into the procedure for issuing driver's licenses, and the regulations for retaking exams have been changed," the ministry said. Also, new information systems have been launched in pilot mode in special centers and the Ministry of Internal Affairs. They provide mechanisms for automatic digital reconciliation of car data, payment of mandatory payments and fees, fines, and exclude the possibility of any adjustments. At the same time, employees of special centers are proposed to be classified as subjects of corruption offenses. The bill is under consideration in the Parliament of the Republic of Kazakhstan," Antikor reported.
